The Secretary of State was present on Liberty Island Security Control when President John Harker was trapped in the New York Maximum Security Penitentiary.

When contact was lost with S.D. "Snake" Plissken – who had been sent in to retrieve the President – and there was little activity within the prison's walls the Secretary of State demanded that the United States Police Force infiltrate the penitentiary. However, contact with Plissken was soon re-established and his mission was a success.
